Speck Removal Tool

I am not able to get the Speck Removal Tool to do anything. I can select the tool, but the cursor remains an arrow when it is over the input image and remains a hand when over the output image when both are displayed. No action occurs when I click on a speck.

Shift click to add a control point, click to select, drag to move.

Oops, sorry, I didn't read the help for this operation, thinking it would work like it did in PWP 7.
