The help file states

Transparent PNG and TIFF Files
Picture Window can read and write transparent PNG and TIFF files which are regular PNG or TIFF image files that include an extra alpha channel per pixel that specifies the transparency of the image.

There is a Transparent PNG transformation, but no Transparent TIFF operation.
It is not clear how to use PWP to write transparent TIFF files or how to convert transparent TIFF to PNG and vice-versa.

PWP can read transparent TIFF files but not write them.
