Bug fix release 9-Feb-20198

I have posted a new release (9-Feb-2019) in full installer and executable-only versions. Minor changes to help file.
The changes (taken from the update log) are:
Fixed problem causing image browser thumbnail caption background to stay cyan if recalc was done with the transformation dialog box open. Also fixed potential crashes with various transformations when resizing the input image smaller with the transformation dialog box open.
Reorganized and added material to the manuals.
