I am still playing with the options and got the following error message:

It looks like WIC (the component of Windows that PWP uses the read and write JPEG files) was updated extensively between Window 7 and Window 8 and again for Windows 10. My guess is that somewhere in that process support was added for 4:0:0 or that a bug in 4:0:0 was fixed somewhere along the line.

I also have Win7 64 Professional on my 2 PCs, but I did not encounter the problem with Chroma Subsampling 4:4:0 when I tried to replicate it.

Thanks for this information.
So there must be something special with my system.
But since normally I don't use subsampling 4:4:0 it is not a problem for me.
