A question about Layout

While working with Layout, added panels with loaded images are not visible in the output preview window until the Apply button is used.
Whenever new panels are Applied they become visible in the output preview, but the input image preview always disappears and cannot be displayed by Display Input or Display Input and Preview Side by Side buttons.
Only after a next panel is added and loaded with an input image is the input preview displayed again.
Why does the input image preview disappear if the input image is still loaded?
What makes it different from the following step in which a new panel is added and loaded with an input image?
