Bug fix release 13-Sep-2018

I have posted a new release (13-Sep-2018) in full installer and executable-only versions. Minor changes to help file.
The changes (taken from the update log) are:
Gaussian Blur: added Blur Chrominance Only to Settings menu, also fixed minor bug in blur algorithm.
Unsharp Mask: added Sharpen Luminance Only to Settings menu.
Monochrome: fixed problem with reloading saved settings.
Added File/Save to Default, File/Open from Default, File/Set Default Folder commands. These were added as a convenience if there is a folder you frequently want to load from or save to.
File/Save commands: added warning if image is open for editing with option to close transformation dialog box and continue.
