Bug fix release 21-Jul-2018

I have posted a new release (21-Jul-2018) in full installer and executable-only versions. Minor changes to help file.
The changes (taken from the update log) are:
Halftone transformation now assigns the color or gray working color space to its output image.
Posterize transformation: added new Refine Palette button that makes incremental improvements to the current palette using k-means clustering – see help file for details.
Holding down the Shift key while Picture Window is starting up now bypasses automatic reloading of the workspace file from the previous session.
Fixed bug in Clone tool for Fixed cursor linkage.
