Ref: PWP8 Beta 12-Aug-2019; Win10 Home

If the Compare dialogue has a vertical frame scroll, Image A will appear to flicker due to a height difference with Image B as the slider is moved...

If the two images you are comparing have the same dimensions, I don't think this happens. Compare lets you compare images of different sizes but pads out the smaller one with the background color.

Both A and B are: 3024x4032 pixels @ 72 dpi

B is a v1 of A

Images are Zoomed-in [+] rather than "Zoom to Fit" but I don't recall the ratio.

OK, I see what you mean -- this is apparently being caused by the A | B label being redrawn over the top of the images. Should be fixable.
