Bug fix release 28-Feb-2019

I have posted a new release (28-Feb-2019) in full installer and executable-only versions. Minor changes to help file.

The changes (taken from the update log) are:

Added clarifying information to the help topic for the Texture transformation.

Tile transformation: added support for oblique (parallelogram-shaped) tiles.
