Bug fix release 25-Feb-2019

I have posted a new release (25-Feb-2019) in full installer and executable-only versions. Minor changes to help file.

The changes (taken from the update log) are:

Fixed crash when double-clicking on an image file in Windows Explorer to open an image in PWP while PWP was minimized.

Export: fixed problem with Resample checkbox being grayed out in some cases. Also fixed problem with ExifTool copying the resolution and orientation settings from the original file.

Crop: fixed same problem with Resample checkbox being grayed out in some cases.
