Is there a way to manually edit the PWP7 settings file so as to be accepted by PWP8?

It is possible but complicated. Probably more trouble that it's worth.
The easiest way I can think of is to take a screen shot of the pwp7 dialog box and use pwp8's color picker to define the colors.

I compared contents of both files and yes, it would not be worth it. However, there is still a bit easier or faster way. It just needs to open the PWP 7 .posterize file in Notepad (or a similar text editor) and transcribe the decimal values to the PWP 8 Color picker. They will get saved as hex numbers in PWP8.
