Yes, decide how many digits you want to allow and pad out your numbers using leading zeros as required to keep the number of digits constant. If you notice, raw file numbers assigned by the camera generally follow this practice as well.

Sorting by name is alphabetical, so 35 alphabetizes ahead of 4. The way around it is to use leading zeros with single digits. Then 04, for instance, would alphabetize ahead of 35. Another reason to keep the 32 bit version is that there are still 32 bit computers around -- both older machines and some lightweight tablet-class new ones. Also, at present it takes almost no additional work to build both versions.

As you point out the other fixes are not included -- they are still pending. This release was 'squeezed in' between other work primarily to not delay release of raw support for new camera models.
