Not sure what the tool is called (hence the ambiguous title). When an image is opened, the cursor is in the shape of the hand, and when I zoom in the hand allows the user to move through the image. Thanks Jonathan, For some reason I thought the Spline was limited in the number of points you could apply. Maybe I was confusing it with another programs tool(s). So that is a good thing and I will quit using the small multiple masks. And, until I just tried it after reading your response, I did not...
